The BA Systems Building Monitoring System in the Port Elizabeth 10111 centre, has as its core function the ability to monitor selected functions of various building systems in real time as well as the ability to archive that data for historical and trending purposes. The trending of data is an important part of ensuring the long term efficient functioning of a building.

The BMS system comprises of TAC Vista software and TAC Ethernet devices which are all products of Schneider Electric. The system is based on an open standards protocol, LonWorks, which is one of the most scalable and IT friendly systems in the industry.

The BMS monitors the following systems:

  1. Power
  2. HVAC
  3. Generator
  4. UPS
  5. Fire Detection
  6. Water Consumption
  7. Environment

1. Power

The following is monitored via 44 meters:

  • Active power total
  • Apparent power total
  • Reactive power total
  • Voltage per phase to neutral
  • Current per phase
  • Power factor total

2. HVAC

The following is monitored on each of the thirty eight (38) indoor units:

  • ON/OFF and error status report
  • Operation mode status report
  • Temperature setting report
  • Fan air flow setting report
  • Thermostat status report
  • Error report

3. Generator

Monitoring of six data points on each generator.

4. UPS

BA Systems allowed for the monitoring of six data points:

  • Load protected
  • Unit general alarm
  • Major UPS fault
  • Battery low warning
  • I Battery
  • U battery

5. Fire Detection

Simple fault/no fault indication is allowed for on each of the 355 detection devices.

6. Water Consumption

Pulse counting of a compatible water meter is allowed to trend consumption as a total and time of use basis.

7. Environment

Call centre air quality is an important factor with CO2 and temperature monitoring ensuring operator comfort. Outside temperature and humidity are also monitored.

The 10111 centre was designed by Matrix Urban Designers and Architects.

The SAPS Radio Control Centre is designed to be efficient and self-sufficient. The building’s face brick edges and galvanised steel frame exude resilience, while expansive glass windows offer SAPS personnel 360-degree views. Behind the pavilion, a 50-metre tall white and red communications tower connects the centre to other SAPS units around the country.

The pioneering building is made to house 187 people at full capacity. At its core is a 10111 call centre. From the outset, project architect Neil Fisher pushed to include sustainability elements in the design. A central building management system (BMS) controls and monitors electricity and water consumption along with the air conditioning. The west side of the building features a double-glazed façade fitted with low-emissivity glass to reduce solar heat gain and glare. It was engineered to be self-sustaining and continue its functionality in the event of municipal power or water outages. Additionally, the roof hosts a syphonic rainwater collection system for irrigation purposes. It received an award for outstanding design from the Eastern Cape Institute of Architects (ECIA).
